Jennifer Kitts and her five children spent Wednesday perusing the aisles of back-to-school supplies at Target on Ray Mears Boulevard but had no plans to buy anything yet.

School merchandise spending for students in grades kindergarten through 12 is expected to be $548.72, a decline of 7.7 percent from $594.24 in 2008 for an average family, according to the National Retail Federation. Total spending on back to school is expected to reach $17.42 billion.

The Retail Federation's back-to-college survey, conducted by BIGresearch, found that college students and their parents will spend an average of $618.12 this year, up 3 percent over last year's $599.38.
