Mike Fisher of FOXSportsSouthwest.com reports that the team's pursuit of Waters is a dead deal because it looks like [Waters] just doesn't want to play football.That's not a particularly surprising conclusion to draw. Waters never showed up to the Patriots last season to play out the final year of his contract with the team and reportedly turned down offers for a sizable pay raise while remaining at home. The Cowboys have also reportedly made him several contract offers for this season that Waters has passed on.The Cowboys also pursued Brandon Moore, who chose to retire after agreeing to terms with Dallas.
